Capt._Baird did not have a specific answer, but from his <br />experience, doctors and dentists try to avoid having prisoners <br />walking through their waiting rooms. He said there may be as many <br />as twelve prisoners a week needing dental care and it is difficult <br />to determine if they have an emergency situation. <br />Commissioner Eggert voiced concern about the sanitation and <br />sterilization procedures, and Capt. Baird assured the Board these <br />details have been worked out. <br />Commissioner Scurlock asked whether the state facility for <br />youthful offenders has dental treatment equipment where prisoners <br />from the jail could be treated in a secure facility, and <br />Commissioner Wheeler said he had toured the facility and they do <br />have one. <br />Commissioner Eggert preferred to get more information about <br />whether this equipment should be installed in a correctional <br />institution. She felt with the new guidelines regarding dental <br />treatment after the death from AIDS transmitted through dental <br />procedures that the whole situation should be re-examined. <br />OMB Director Joe Baird advised this item has been delivered, <br />but he had refused to send the check until the Board authorized it. <br />Chairman Bird asked who authorized the purchase of this <br />equipment, and Purchasing Manager Fran Boynton said it had been <br />r. <br />treated like the rest of the items on the furnishings list with the <br />exception that it was available from only one supplier and was not <br />let out for bids. <br />County Administrator Jim Chandler explained that <br />determinations were made that this was the equipment the Sheriff's <br />Department wanted and it should have come back for authorization <br />when it was discovered it was in excess of the estimate. <br />OMB Director Joe Baird explained that at the time of this <br />project the Purchasing Manager was new on board and was not aware <br />of the policy -that we cannot exceed the estimate on any one item, y <br />even though the whole project was well under budget. She is aware <br />of it now. <br />Purchasing Manager Boynton pointed out that if it is sent back <br />we will be charged a restocking charge plus freight. <br />Commissioner Wheeler wanted to find out whether it would be <br />more economical to contract with a dentist and transport prisoners Aw <br />to that dentist's office. <br />Commissioner Eggert preferred an opinion from the Risk <br />Manager.
