Since 1987, the County Transportation Planning Committee has <br />concluded that the volume of heavy truck traffic in this area <br />warrants additional roadway laneage and channelization to improve <br />the safety of the area. The Florida Department of Transportation <br />has agreed to fund a portion of a four lane road widening project <br />along 90th Avenue to be included in the State Road 60 median <br />revisions project. The Union 76 Truck Stop has agreed to donate 30 <br />feet of additional right-of-way along 90th Avenue to accommodate <br />the road widening and also contribute engineering design. The <br />County has budgeted $265,000 from the District 8 Road Impact Fee <br />Fund during Fiscal Year 91/92 for widening the remaining portion of <br />90th Avenue South of the Department of Transportation's project. <br />All work will be included in the Department of Transportation's <br />State Road 60 Median Revision project scheduled for bidding in mid <br />1992. Since the Department of Transportation is administrating the <br />project, the attached standard Joint Project Agreement and Project <br />Resolution has been prepared by the Department of Transportation <br />for the County's approval and signature by the Chairman. <br />ALTERNATIVES AND ANALYSIS <br />The attached Joint Project Agreement obligates the county to the <br />following in regards to the 90th Avenue widening improvement: <br />1) Funding in the amount of $238,360.00 plus $23,836.00 <br />contingency to widen 1,700 linear feet of 90th Avenue. Any <br />funds not used will be refunded to the county. <br />2) The County will provide construction plans which have been <br />completed by McQueen and Associates, Consulting Engineers, and <br />funded by Union 76 Truck Stop. <br />3) The County is responsible for any environmental remediation <br />that is -required. At this time, none is foreseen. <br />4) If the project bids are 7% over the construction cost <br />estimate, then the County would deposit this amount <br />($16,685.20) with the Department of Transportation and the <br />project would proceed. If bids exceed 7% of the estimate, the <br />County and Department of Transportation will meet to develop <br />a recommendation. <br />The implementation of the Joint Project will result in a <br />substantial cost savings to the County. <br />The alternatives presented are as follows: <br />Alternative No. i <br />Approve the Joint Project Agreement and accompanying resolution. <br />The County would immediately transmit $262,196.00 to the State. <br />This amount is within the County's $265,000 budgeted amount from <br />Road Impact Fee District 8. <br />Alternative No. 2 <br />Not approve the agreement and the County would administer a <br />separate contract. This would be more costly. <br />RECOMMENDATION AND FUNDING <br />Staff recommends alternative No. 1 whereby the attached Joint <br />Project Agreement and Resolution be approved.
