r - <br />JAM 14 X992 <br />BOOK <br />RECOMMENDATION <br />Based on the above analysis, staff recommends that the Board of - <br />County Commissioners approve the Community Development Director's <br />appeal and require the use of road numbers for the Florida Baptist <br />Retirement Center project pursuant to the standards set -forth in <br />Chapter 951 of the LDRs. <br />Planning Director Stan Boling pointed out that in this <br />situation the roadways had been given designations by number, and <br />the applicant came back with a request to change the numbers to <br />names to memorialize certain people. He referred to an enlarged <br />graph and demonstrated the alignment of 30th Street and 10th <br />Parkway and indicated that the entrance roadway is a continuation <br />of an existing numbered street. So, following the reasoning of <br />previous discussions, staff's recommendation is that the Board <br />require street number designations as have been previously <br />assigned. <br />Chairman Eggert agreed with Commissioner Bowman's suggestion <br />that there are other ways to memorialize roads; for example, a <br />marker on the side of the road. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Lois Thompson, 3360 Buckinghammock Trail, a director of <br />Florida Baptist Retirement Center, came before the Board and spoke <br />in favor of the applicant. The applicant wanted to name certain <br />streets within the Center in honor of Walter and Elvira Buckingham. <br />Ms. Thompson told the history of the couple coming to Indian River <br />County, their contributions to the County in service and property, <br />and the fact that Mrs. Elvira Buckingham was 93 years old and <br />living in the nursing home. Ms. Thompson also described the <br />groundbreaking ceremony at which the living members of the <br />Buckingham family were surprised and honored that streets would be <br />named "Elvira" and "Walter." In early November Ms. Thompson <br />learned that the planning department had assigned numbers to these <br />particular streets and advised her that she would be able to appeal <br />to the Planning and. Zoning Commission if there were good reason. <br />Ms. Thompson explained that these streets exist entirely on Baptist <br />Retirement Center property and are not through streets. <br />It was determined that no one else wished to be heard and the <br />Chairman closed the public hearing. <br />22 <br />
