Chandler <br />County AdmiIR,113tror <br />FROM: Doug Wrightl, irector <br />Emergency Services <br />DATE: January 8, 1992 <br />SUBJECT: Approval of Revised Emergency Medical Services (EMS) <br />Billing Procedures; Amendment of Contract with Treasure <br />Coast Collections, Inc.; and Revised Fee Schedule <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at the <br />next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />When Indian River County assumed responsibility for providing Emergency <br />Medical Services Advanced Life Support in February, 1989, the county <br />opted to bill patients only for the amount of insurance coverage. This <br />included both primary and secondary insurance coverage. Any balance <br />remaining after the insurer paid, or if there was no insurance, was then <br />written off. A large portion of the funds collected since billing was <br />initiated has been from Medicare. <br />The county has a contract with Treasure Coast Collections, Inc., a <br />subsidary of Indian River Memorial Hospital, to perform EMS billing. <br />Recently, staff from Treasure Coast Collections attended a Medicare Part <br />B seminar in Fort Lauderdale. It was conveyed in the meeting that <br />Medicare is now requiring and is enforcing providers who accept <br />assignment to make an effort to collect the deductible and/or co -payment <br />amount of the charges for EMS treatment or transport. In this vein, the <br />county cannot routinely waive the deductible and co -payment any longer. <br />28 <br />
