The volunteers prefer to use St. Helen's <br />because of the kitchen facilities that are available, but the <br />County facility would be a backup in the event that something like <br />this happened in the future and we needed to find some space. The <br />temperatures are expected to drop down into the mid to high 30's <br />tonight and the standard used in providing overnight shelter is <br />about 40 degrees. <br />Commissioner Bird understood the authorization would be for <br />two nights over this weekend. <br />Administrator Chandler, noting that he just heard about this <br />matter in the last half hour, was concerned that we might have some <br />problems in using the old Health Building. He reported that EMS <br />Director Doug Wright just received a call from Dr. Douglas King of <br />the School System indicating that although they had some concerns, <br />they would open up a school site upon our request. Administrator <br />Chandler asked the Board for authorization to look at other <br />facilities if we run into problems with the old Health Department <br />Building. <br />EMS Director Doug Wright explained that this would be a little <br />bit outside the realm of the County's regular emergency plans. It <br />presents some problems, especially if meals are prepared and we do <br />it over a sustained period of time. <br />Commissioner Wheeler understood that after a breakfast of <br />oatmeal, the people leave about 6:00 o'clock. Any food provided is <br />prepared in another, facility and brought in. They are not there <br />for the whole day; it is just a place to come to in the evening and <br />sleep overnight when the temperature drops to below 40 degrees. <br />Mr. Purdy confirmed that all food preparation is done in <br />another facility. At nighttime before they go to sleep, they get <br />donations of chicken or pizza that are brought in. The area is <br />cleaned before they leave in the morning and they are out by 6:00 <br />a.m. Two or three nights ago we had 21 or 22 persons staying the <br />night at St. Helens which included two families. We are just <br />getting it to a point where families are starting to come in. <br />.After the cold spell last month, two teenagers of a family had to <br />go to the Health. Department on a walk-in basis for their bad colds. <br />Commissioner Scurlock was concerned that this might be <br />interpreted as an on-going basis rather than a one-time basis, but <br />Commissioner Bird emphasized that this would be a one-time event <br />because if St. Helen's was available for the weekend, the Board <br />would not be even sitting here. <br />Administrator Chandler asked the Board to give him the <br />flexibility to use another building if we run into problems using <br />the old Health Department building. <br />3 <br />E�QrI 0 U�r�l yC e f <br />
