Commissioner Scurlock asked if we have established the same <br />18 -month deadline extension policy for DRIs as we do for other site <br />plans, and Planning Director Stan Boling advised that we do not <br />have a policy specifically for DRIB. Actually, this is not an <br />extension, but, in effect, it is the same thing. We would be <br />moving a deadline from March 28, 1992 to the end of 1993, which is <br />roughly in that 18 -month range. In considering a minor amendment, <br />you look at certain justifications, and this project has been tied <br />to the construction of Indian River Boulevard and the Boulevard <br />going forward. Apparently, the Boulevard has been running behind <br />a little bit in terms of what was planned when this project came <br />through three years ago, so the basis for. the request is that <br />things were running behind in terms of some of the infrastructure <br />and things they were counting on being in place at some point. <br />Commissioner Scurlock understood that construction is going on <br />currently in Phase III of the Boulevard, that we are going to have <br />some crews out there doing some clearing on Phase IV, and that we <br />expect to go out to bid and start construction on Phase IV <br />somewhere around this time next year. <br />Public Works Director Jim Davis hoped to go out to bid this <br />spring on the construction of Phase IV of the Boulevard itself, not <br />the east/west connecting roads. <br />Commissioner Scurlock felt that if the developer's time frame <br />is even further out, it would be better to give him an extension <br />that would coincide with construction of the Boulevard. He just <br />preferred to deal with it right up front if we are delaying him. <br />Chairman Eggert wondered if the east/west connecting roads <br />were delaying him, and Director Davis advised that we have some <br />right-of-way acquisition to complete on the east/west roads and we <br />have some DOT problems to resolve which we hope to do this year. <br />Director Boling advised that the time frames are such that if <br />the contracts for the Boulevard were let sometime in the next year <br />or year and a half it should coincide with the time frames they <br />need. They just need to submit a site plan by the end of June, <br />1993 and start construction before the end of 1993. <br />Commissioner Scurlock just preferred to deal with it here <br />because he believed there is some consistency in policy on how long <br />these things can drag on. If we are holding up the developer, and <br />let's say it ends up being 23 months so that it coincides with the <br />requirement of the Boulevard, he would prefer we do that. <br />Chairman.
