Finney, SRA <br />County Right of Way Agent <br />SUBJECT: Right of Way Purchase / 44th Avenue / Swezey <br />DATE: January 20, 1992 <br />DESCRIPTION AND CONDITIONS <br />Indian River County is needing an additional 19.5 foot by 131.5 <br />foot part of the Sharon Swezey property in order to complete the <br />paving and drainage improvements along 44th Avenue, north of 16th <br />Street. <br />The county obtained an appraisal by George Kmetz in July, 1991 <br />indicating a $2,872.00 value or $1.12 per square foot for the right <br />of way parcel. <br />Bruce Barkett represents the property owner and his client is <br />willing to sell the parcel to Indian River County at the purchase <br />price of $1.37 per square foot or $3,521.00. <br />ALTERNATIVES AND ANALYSIS <br />The parcel has increased in value since the appraisal date. The <br />parcel can be purchased now in lieu of additional appraisal costs <br />or attorney's fees. <br />RECOMMENDA ION <br />Staff recommends the Board authorize the purchase of the 19.5 foot <br />by 131.5 foot strip for $3,521.00 or $1.37 per square foot. <br />FUNDING <br />Petition Paving Project.Fund; Account No. 173-214-541- 066.12 <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously authorized <br />the purchase of the 19.5 ft. by 131.5 ft. strip for <br />$3,521 or $1.37 per square foot; funding from the <br />Petition Paving Project Fund, Account No. 173-214-541- <br />066.12, as recommended by staff. <br />50 <br />
