0 <br />Public Health Director Berman expressed his concern that the <br />plan as designed by HRS will assign several programs to distant <br />agencies and people will have difficulty getting their needs met. <br />Commissioner Scurlock felt if the effect of the chancre were <br />not to have duplicate services and to be more cost-effective while <br />delivering the services, that would be fine. St. Johns Water <br />Management District and Department of Environmental Regulations are <br />necessary because of regional responsibility, but by downsizing <br />those agencies and contracting for the services with local <br />communities on a performance basis the programs would be tailored <br />to the community. <br />Commissioner Bowman suggested attaching a letter to the <br />resolution setting forth the advantages of establishing local <br />environmental control boards. There are not very many such boards <br />in the state. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Bird, the Board unanimously adopted <br />Resolution 92-30 expressing opposition to the <br />proposed reorganization of the State Environmental <br />Health Programs. <br />RESOLUTION NO. 92-30 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY, FLORIDA, EXPRESSING OPPOSITION TO <br />THE PROPOSED REORGANIZATION OF THE STATE ENVIRONMENTAL <br />HEALTH PROGRAMS WHICH INCLUDES THE TRANSFER OF <br />ENVIRONMENTAL HEALTH PROGRAMS FROM THE RESPONSIBILITY <br />OF COUNTY PUBLIC HEALTH UNITS TO OTHER ASSORTED STATE <br />AGENCIES; PROVIDING AUTHORITY FOR THE COUNTY <br />ADMINISTRATOR TO TARE ANY AND ALL NECESSARY ACTION TO <br />FURNISH THIS RESOLUTION TO THE INDIAN RIVER COUNTY <br />LEGISLATIVE DELEGATION; THE MEMBERS OF THE HEALTH AND <br />REHABILITATIVE SERVICES (HRS) COMMITTEES OF BOTH <br />LEGISLATIVE BODIES FOR THE STATE OF FLORIDA; THE <br />LIEUTENANT GOVERNOR AND THE GOVERNOR OF THE STATE OF <br />FLORIDA; AND PROVIDING AN EFFECTIVE DATE. <br />WHEREAS,.
