Director Pinto pointed out that on this 34 acres you can get <br />rid of as much effluent as you could get rid of on the 150 acres at <br />the sod farm in the south county. He further said the site has all <br />the advantages: two golf courses, deep wells to help maintain the <br />mound so we do not overmound the water, and the deep canal nearby <br />to handle the overflow. <br />Commissioner Wheeler asked how much we have invested in this <br />site, and Director Pinto said we have about $100,000 in permitting <br />and probably $250,000 in the whole project. <br />Commissioner Wheeler agreed we should have looked at this site <br />originally and considered other property but it is too late. <br />Director Pinto said he will do whatever the Board directs. <br />Commissioner Bird was concerned about this site for effluent <br />disposal because of the proximity to development in the area. He <br />asked whether there might be an odor problem. <br />Utility Services Director Pinto explained it is the same <br />effluent which would be irrigating the golf courses. By <br />eliminating the wastewater treatment plant that was previously <br />located on this site we have eliminated a possible odor problem as <br />well as a pollution problem on the site. This site was chosen <br />because it was the Bent Pine wastewater treatment plant and is a <br />permitted disposal site. The County took over the treatment plant <br />before the construction of the County wastewater treatment system <br />in that area. As far as the value of the property, and whether it <br />should be changed for another cheaper site, that would be a matter <br />of County policy. This site is located strategically for <br />irrigation of our golf courses and will serve as a bypass system. <br />When we are not irrigating the golf courses, it goes into the <br />percolation pond. There is no reason to be concerned about the <br />condition of the water because it is good enough to irrigate the <br />golf course. <br />Commissioner Scurlock said the only possible problem would be <br />mounding of water which would raise the water table in that area, <br />and Director Pinto said the nearby canal would take care of any <br />possible mounding. <br />Commissioner Bird also was concerned about the access road to <br />the site from Kings Highway. He said right now there is a heavily <br />wooded buffer between the main road coming into the Bent Pines <br />subdivision and the neighboring property owned by Ciba-Geigy, and <br />he felt the creation of the road would eliminate that buffer. <br />Planning Director Stan Boling said that issue comes up with <br />any new right-of-way or road extension in terms of vegetation, and <br />direction can certainly be given in terms of accommodating that, <br />but he agreed the buffer is within the right-of-way. <br />19 <br />BOOK a r' <br />FEB 18 1992 �;. <br />L_ <br />
