JOHNS RIVER WATER <br />MANAGEMENT DISTRICT DATA EXCHANGE <br />MEMORANDUM OF UNDERSTANDING <br />It is requested that the <br />formal consideration by the <br />regular meeting of February <br />DESCRIPTION & CONDITIONS: <br />information contained herein be given <br />Board of County Commissioners at their <br />18, 1992. <br />Recently, county staff have been in contact with the St. Johns <br />River Water Management District staff regarding county access to <br />some of the Water Management District's data. At the present time, <br />the county staff has a need to obtain certain digitized data <br />regarding land use and land cover in Indian River County. Because <br />of the amount and type of data which the District collects and <br />maintains, however, there is no question that the County will have <br />even more need to access St. Johns data in the future. <br />The St. Johns River Water Management District is amenable to <br />sharing its data resources with local governments. District <br />policy, however, requires that the District and any interested <br />local government enter into an interlocal agreement regarding data <br />exchange prior to the district providing data at no cost to that <br />local government. Structured as a memorandum of understanding <br />between the District and the local government, the required <br />interlocal agreement primarily commits the district and the local <br />government to share information and establishes the general <br />parameters for the data exchange. <br />ALTERNATIVES & ANALYSIS: <br />A copy of the proposed St. Johns River Water Management <br />District/Indian River County memorandum of understanding is <br />attached to this item. As structured, this memorandum of <br />understanding provides the general parameters for data exchange and <br />commits both parties to share data. <br />The memorandum of understanding will not entail any costs to the <br />county. As provided for within the memorandum, there will be no <br />cost for general data exchange. If more detailed or costly data <br />(such as development of custom report forms) is requested, the <br />memorandum of understanding provides that the District and the <br />County may enter into a written reimbursement agreement. <br />It is staff's position that execution of the attached memorandum of <br />understanding will provide benefits to both the County and the <br />District with no cost to either party. <br />3 <br />�� 1r P00r, CLd� tr �C r r <br />18 E <br />
