.Due to the fact that vacant buildings tend to depreciate more <br />rapidly, immediate action should be taken to either lease or sell the <br />-subject building. Pursuant to Florida Section Statue 125.38 no <br />advertisement for lease shall be required if the lease or sale is to <br />a non-profit corporation. Otherwise, Number 125.35 Florida Statue <br />requires an advertised public hearing with bids to dispose of the <br />property. <br />RECOMMENDATIONS : <br />Staff recommends that action be taken to advertise the subject <br />building for lease and bring a recommendation for lease back to the <br />Board for award. <br />Director Dean further explained that the cost for the County <br />to maintain this building would be approximately $4.40 per square <br />foot. If the building were leased to the Coalition for the <br />Homeless at $2.00 per square foot, they would pay for utilities, <br />custodial general maintenance, yard maintenance, the solid waste <br />district assessment and telephone cost. <br />Henry Muller, 5954 River Run Drive, Sebastian, came before the <br />Board requesting a three-year lease on the old health building at <br />$2.00 per square foot for the Coalition for the Homeless. He <br />explained the Coalition is seeking to utilize the available <br />resources of the community and other existing non-profit service <br />agencies to provide necessary services to the homeless efficiently, <br />without duplication and at the lowest possible overhead cost by <br />joint use of the facility's meeting room, equipment, telephone, and <br />so forth. The Coalition needs this facility for three years to get <br />established. He assumed that after three years the County would <br />either sell the building or have some other use for it. <br />Chairman Eggert and Commissioner Scurlock wished to know if <br />this is a fair deal, and Director Dean answered that a 3 -year lease <br />at $2.00 per square foot is not a bad deal. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Wheeler, to negotiate with the <br />Coalition for the Homeless for a lease for the old <br />health building. <br />under discussion, Commissioner Bowman wished to clarify that <br />this building will be used for offices only, and Chairman Eggert <br />wanted confirmation that people will not be sleeping there. <br />Mr. Muller confirmed that this is not intended to provide <br />stay -over facilities, but would be used as a drop-in center where <br />homeless people can be directed to the proper agencies for help. <br />Commissioner Bird understood that this facility would be used <br />by homeless people as a drop-off spot, a place to leave their <br />belongings, and to use a telephone, but he wondered how we <br />differentiate between homeless people of Indian River County and <br />43 <br />moK 'UF <br />
