CHASTA*LITY <br />AND STAFFED MANAGER OF ASS PROJECTS <br />BY: DEPARTMENT OF SERVICES <br />SUBJECT: PETITION FOR WATER SERVICE IN KINGS HIGHWAY SID AND <br />REPLAT OF BLOCKS 1, 2, 3 AND 4, 39TH & 40TH STREETS EAST <br />OF KINGS HIGHWAY AND 56TH AVENUE <br />INDIAN RIVER COUNTY PROJECT NO. UW -92 -13 -DS <br />BACKGROUND <br />A petition has been received for a water main extension, for Kings <br />Highway Subdivision and replat of blocks 1, 2, 3 and 4, 39th Street, <br />40th Street and 56th Avenue, to supply potable water to its residents. <br />We are now coming to the Board of County Commissioners to seek approval <br />to begin design of the above project. (See attached petition and plat <br />map.) <br />ANALYSIS <br />The subdivision contains 23 undersized lots on the south side of 39th <br />Street, with 15 owners. There are also 10 1 -acre lots on the north. <br />side of 39th Avenue, west side of 56th Avenue, and south side of 40th <br />Street, with 9 owners. The total 33 lots to benefit from this project <br />are owned by 24 property owners. The 16 property owners signing the <br />petition represent 66.7% of the properties to be served. Of the 10 1 - <br />acre lots, 6 of the owners signed the petition. <br />There are 23 lots in this project that are substandard or "undersized," <br />according to Indian River County's Comprehensive Plan. The County <br />Public Health Unit, Division of Environmental Health, requires that new <br />lots utilizing well and septic systems be a minimum of 1/2 acre. If <br />served by a public water system, the lot•may be reduced to 1/4 acre in <br />size. Lots not meeting these minimum standards are called "undersized <br />lots." <br />The attached map displays the area to benefit from the assessment <br />project. <br />This project is to be paid through the assessment of property owners <br />along the proposed water line route. In the interim, financing will be <br />through the use of -impact fee funds.
