� � r <br />Commissioner Scurlock felt the ability of LAAC to do more than <br />meet the minimum requirements of the Comp Plan would be determined <br />by our ability to pay. We are using zoning and site plans and <br />conservation easements to encourage preservation, but he could <br />foresee the Board designing a plan which the community can support <br />to provide funding, and maximizing those funds by choosing the best <br />properties to fulfill the Comp Plan requirements. Then the next <br />step would be a long-range plan to benefit not only our environment <br />but for recreation and other public uses. The important point is <br />to design a plan the community will support. <br />Chairman Eggert and Commissioner Bowman agreed and urged <br />consideration of conservation easements. <br />Commissioner Scurlock felt the density transfers in our Comp <br />Plan could be used in creative ways. LAAC has the opinion that in <br />addition to maximizing dollars by matching grants, we might lease <br />property rather than buying it and the owner could preserve the <br />portion we are interested in. There are all kinds of options. <br />Commissioner Bird clarified, and Commissioner Scurlock agreed, <br />that it would be a referendum for a funding source to be done in <br />some publicity form. <br />MOTION WAS MADE by Commissioner Bowman, SECONDED by <br />Commissioner Bird, to approve staff recommendation <br />that the Board of County Commissioners clarify to <br />LAAC that the primary objective of LAAC is to <br />fulfill the specific acreage acquisition commitments <br />of the policies of Conservation Element Objective 6; <br />however, the Committee is also charged with a longer <br />term objective of acquiring environmentally <br />significant lands (beyond the minimum specified <br />acreage), including environmentally sensitive <br />wetlands as well as native upland plant communities. <br />Under discussion, Chairman Eggert felt the recommendation did <br />not include "recreational or other" and asked if that could be <br />included in the motion. <br />Commissioner Bowman thought it was included in the phrase, <br />"However the committee also is charged with a longer-term objective <br />of acquiring environmentally significant_ land beyond the minimum <br />specified acreage including sensitive wetlands as well as native <br />upland plant communities." <br />Chairman Eggert preferred that the motion be amended to <br />include other items in the Comp Plan, recreational needs and other <br />public needs that necessitate the acquisition of land because she <br />F9] <br />a 14 6, <br />BOrK i�J EA�,r <br />
