r I <br />11 BAR 10 N92 <br />800K TE 0 ' <br />A review of the solid waste capacity for the active segment of the <br />county landfill indicates the availability of more than 900,000 <br />cubic yards. The active segment of the landfill has a 4 -year <br />capacity, and the landfill has expansion capacity beyond 2010. <br />Based upon staff analysis, it was determined that the county <br />landfill can accommodate the additional solid waste. <br />- Drainage <br />All developments are reviewed for compliance with county stormwater <br />regulations which require on-site retention and minimum finished <br />floor elevations. In addition, development proposals will have to <br />meet the discharge requirements of the county Stormwater Management <br />Ordinance. The subject property is located within the M-1 <br />Drainage Basin. No discharge rate has been set for this basin by <br />the county. However, the site is located within the Indian River <br />Farms Water Control District,.and any development on the property <br />will be prohibited from discharging any run-off in excess of two <br />(2) inches in a 24 hour period, which is the approved Indian River <br />Farms Water Control District rate. <br />The minimum floor elevation level of service standard applies, <br />since the property lies within a floodplain. Consistent with <br />Drainage Policy 1.2, "all new buildings shall have the lowest <br />habitable floor elevation no lower than the elevation of the 100 <br />year flood elevation as shown on the Federal Emergency Management <br />Agency FIRM, or as defined in a more detailed study report." Most <br />of the site -'is located within Flood Zone A, which is a special <br />flood hazard area located within the 100 -year floodplain. No <br />minimum elevation standard is specified for the A flood zone on the <br />Flood Insurance Rate Maps for this portion of the county. The <br />remainder of the property is located in Flood Zone X, which is <br />located outside the 500 -year floodplain and is classified a minimal <br />flood zone area. <br />Besides the minimum elevation requirement, on-site retention and <br />discharge level of service standards also apply to this request. <br />With the most intense use of this site, the maximum area of <br />impervious surface for the proposed request will be approximately <br />1,255,399 square feet, or 28.82 acres. The maximum run-off volume, <br />based upon that amount of impervious surface and the 25 year/24 <br />hour design storm, will be ±336,000 cubic feet due to the Indian <br />River Farms Water Control District limitations. In order to <br />maintain the county's adopted level of service, the applicant will <br />be required to retain ±21 acre - feet of run-off on-site. It is <br />estimated that the pre -development run-off rate is ±13.7 cubic feet <br />per second. <br />Based upon staff's analysis, the drainage level of service will be <br />met by limiting off-site discharge to the Indian River Farms Water <br />Control District's maximum rate of 2 inches in 24 hours, and <br />requiring on-site retention of ±21 acre - feet of run-off for the <br />most intensive use of the property. <br />- Recreation - <br />A review of county recreation facilities and the projected demand <br />that. would result from the most intense development that could <br />occur on the property under the proposed zoning indicates that the <br />adopted levels of service would be maintained. The table below <br />illustrates the additional park demand associated with the proposed <br />development of the property and the existing surplus acreage by <br />park type. <br />46 <br />
