r <br />V iAR 10 1992 <br />BOOK 6b PAIUE 601 <br />County Attorney Vitunac responded to the question of why the <br />County Attorney sat mute. He stated that he had no proof of any <br />conflict of interest and presumed that Commissioner Scurlock would <br />declare a conflict of interest if there were a conflict of <br />interest. Attorney Vitunac drew the conclusion that since <br />Commissioner Scurlock did not declare a conflict of interest, any <br />previous statements by Commissioner Scurlock of an association with <br />the contractor were untrustworthy. <br />Commissioner Wheeler stated that he is not Commissioner <br />Scurlock's conscience and could not sit in judgment of another <br />commissioner because of rumors. He believed a grand jury <br />investigation would clear the air, get everything out on the table <br />and stop rumor, innuendo and allegations. <br />Commissioner Scurlock asked, and Commissioner Wheeler <br />clarified that the intent of the motion is to have a grand jury <br />investigate all members of the Board of County Commissioners. <br />Frank Zorc asked for and was granted permission to speak in <br />favor of the suggestion and felt that an immediate grand jury <br />investigation would help clear the air. <br />Discussion ensued about procedure for convening a grand jury <br />and the scope of the investigation. It was agreed that once an <br />investigation is begun it takes on a life of its own and it will <br />include officials, staff, and anybody else they consider necessary <br />to the investigation. <br />Commissioner Scurlock asked for the motion to be repeated. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />SOLID WASTE DISPOSAL DISTRICT <br />Chairman Eggert announced that immediately upon adjournment <br />the Board would reconvene sitting as the Commissioners of the Solid <br />Waste Disposal District. Those Minutes are being prepared <br />separately. <br />There being no further business, on Motion duly made, seconded <br />and carried, the Board adjourned at 11:25 o'clock A.
