L� <br />Chairman Eggert read aloud the first paragraph of staff's memo <br />of March 13 detailing the action taken by the Board at the February <br />25 meeting. She recalled that there was concern expressed about <br />moving the CG line 17.5 feet further north. The Board's motion was <br />not to sign the agreement. The motion did authorize staff to go <br />out and purchase the needed right-of-way for the road and not to do <br />anything regarding the site plan, the node situation, or anything <br />else concerning this item. It was simply to acknowledge that <br />Public Works needed the right-of-way and that we were to purchase <br />what it was that we needed for our roads and not to do anything <br />that involved the site plan in any way. <br />Commissioner Bird understood the agreement called for the <br />owners of that corner parcel to sell the CG property to the County <br />for about $32,000 which would go toward their traffic impact fees. <br />If the County wished to negotiate with the owners of the CG <br />property, that land is valued at approximately $250,000 an acre, so <br />one half acre of the CG land would be approximately $125,000, a <br />difference of $80,000-$90,000. <br />Commissioner Bird asked how critical the rezoning of 17.5 feet <br />was to the overall project, and Mr. Richardson explained that <br />basically it would allow them to pick up about 80 parking spaces <br />and allow them to do an out -parcel gas station fronting on SR -60. <br />He felt the 17.5 feet they are asking for is very critical to the <br />project and really doesn't pose a problem to the surrounding area. <br />Staff did a thorough investigation of it and found that it will not <br />pose a problem. <br />Chairman Eggert commented that apparently it did. There also <br />was the situation where they would have to go through a Comp Plan <br />amendment to increase the size of the node. <br />Community Development Director Robert Keating explained that <br />this is an unusual circumstance. Staff has determined that if the <br />property on the east side of their property on the west side of <br />Kings Highway is acquired by the County for right-of-way, it will <br />be taken out of the node and additional area can be considered in <br />the node and then rezoned for commercial. Without acquisition of <br />that piece of property by the County, the node would be at its <br />maximum and the rezoning could not occur. <br />Commissioner Bird believed there were some benefits in <br />agreeing to reconsider this matter since there is a potential here <br />of saving about $90,000 in right-of-way acquisition funds. Having <br />a cooperative attitude might enable them to go ahead and do this <br />project which probably would put millions of dollars worth of <br />construction to work in our county and probably create hundreds of <br />jobs.
