BOOK <br />Chairman Eggert requested that Mr. Lockwood limit the presentation <br />of his request to five minutes. <br />Dean Lockwood, long-time resident of Pine Tree Park <br />Subdivision, advised that when the residents of their subdivision <br />found out that the County had intentions of forcing a water system <br />upon them through a special assessment tax, he initiated a petition <br />drive in opposition to the proposed project. They have obtained <br />nearly 100 signatures representing 50% of the subject properties. <br />Going door to door, they found that 95% of those contacted did not <br />want county water. Five percent did want the water. The majority <br />of the people did not understand how the County could force them to <br />hook up to water and it was anticipated that it would take a night <br />meeting before the Board of County Commissioners to explain the <br />process, which is the reason why he is here today. .Mr. Lockwood <br />pointed out that their subdivision is mostly a community of hard <br />working people who cannot afford to take off from their jobs to <br />attend a Tuesday morning meeting. The majority of these people <br />cannot afford to pay assessments and impact fees for water, sewer, <br />paving, and streetlight projects, especially in these hard times. <br />A few of the owners have talked with Mr. Chastain of the Utilities <br />Department, but there doesn't seem to be any communication. Staff <br />says the project is going to happen, and that's it. <br />Utilities Director Terry Pinto explained that there are 718 <br />lots in the subdivision, 260 residences, and 555 I.D. parcels <br />(meaning some people own more than one lot) , which leaves 351 lots. <br />Build -out of that project is 51.12%. He explained that this is <br />part of the phasing that the Board directed Utilities to do under <br />the new Comp Plan. He anticipated that it would be at least 18 <br />months before.we put a spade in the ground and that the project <br />would be completed in one year after that at which time the final <br />assessment would be made. Director Pinto noted that this is one of <br />the areas where the new Comp Plan calls for us to go into because <br />of the concern about densities and the under -sized lot situation. <br />Commissioner Scurlock suggested that we go through the normal <br />process and have staff meet with the property owners in the <br />evening. Then, if the project is going forward, staff will bring <br />it to the Board where it can be determined if the first public <br />hearing should be held in the evening. <br />Chairman Eggert explained that requirements in our Comp Plan <br />are causing some of these involuntary assessments, but every effort <br />is made to hear everyone's position on the matter. <br />411 <br />M <br />
