CHASTAIN <br />AND STAFFED MANAGER OF ASSESSMENT PROJECTS <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: BLUE CYPRESS LAKE WASTEWATER SERVICE PROJECT <br />INDIAN RIVER COUNTY PROJECT NO. US-90-01-DC/CS/ED <br />BACKGROUND <br />The Department of Utility Services, in response to the Department of <br />Health and Rehabilitative Services' and the Department of Environmental <br />Regulation's concerns of specific public health hazards, and desire to <br />improve the water quality of Blue Cypress Lake and the St. John's River <br />Upper Basin, initiated a wastewater improvement project with the Indian <br />River County Board of County Commissioners' approval. <br />on November 6, 1990, the Indian River County Board of County <br />Commissioners approved a work authorization to provide the engineering <br />services for the wastewater treatment plant, collection system, and <br />effluent.disposal system to serve the County Park and the 100 abutting <br />properties in the Blue Cypress Lake Fishing Club. (See attached <br />minutes and agenda item.) <br />Based upon the CCNA selection process, Professional Engineering <br />Consultants, Inc., (PEC) was selected to provide the necessary <br />engineering services. We are now ready to begin the assessment process <br />associated with this project. <br />ANALYSIS <br />The cost of the treatment plant and effluent disposal, including <br />administration, engineering, land acquisition and plant relocation, is <br />$364,133.40. The cost of the collection system, including <br />administration, engineering and construction, is $269,069.11, which is <br />the amount of the assessment portion of the total project costs. The <br />portion of the 'assessment for the Blue Cypress Lake Fishing Club is <br />$147,702.39 and the portion for the Indian River County Park is <br />$121,366.72. The attached map displays the area to benefit from the <br />project: 100 platted lots in Blue Cypress Lake Fishing Club and the <br />Indian River County Park. Costs of constructing the wastewater <br />treatment plant and effluent disposal system shall be recovered through <br />impact fees. The assessment cost per square foot is $0.379272. <br />Attached are Resolutions I and II for the assessment project. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached resolutions and set <br />the assessment hearing date. <br />CID] <br />
