OWNERS OF PROPERTIES LOCATED IN THE <br />AREA OF BLUE CYPRESS LAKE MAY APPEAR <br />BEFORE THE BOARD OF COUNTY COMMISSIONERS <br />AND BE HEARD AS TO THE PROPRIETY AND <br />ADVISABILITY OF CONSTRUCTING A WASTEWATER <br />LINE, AS TO THE COST THEREOF,- AS TO THE <br />MANNER OF PAYMENT THEREFOR, AND AS TO <br />THE AMOUNT THEREOF TO BE SPECIALLY <br />ASSESSED AGAINST EACH PROPERTY BENEFITED <br />THEREBY. <br />WHEREAS, the Board of County Commissioners of Indian River <br />County has, by Resolution No. 92-45_, determined that it is necessary <br />for the public welfare of the- citizens of the county, and particularly as <br />to those living, working, and owning property within the area <br />described that a waterline be installed in 100 platted lots in Blue <br />Cypress Lake Fishing Club and the Indian River County park; and <br />WHEREAS, it has been determined that the cost to be specially <br />assessed with respect thereto shall be $0.379272 per square foot; and <br />WHEREAS, the Board of County Commissioners has caused an <br />assessment roll to be completed and filed with the Clerk to the Board; <br />and <br />WHEREAS, Section 11-46, Indian River County Code, requires that <br />the Board of County Commissioners shall fix a time and place at which <br />the owners of the properties to be assessed or any other persons <br />interested ' therein may appear before the Board of County <br />Commissioners and be heard as to the propriety and advisability of <br />constructing such water main extension, as to the cost thereof, as to <br />the manner of payment therefor, and as to the amount thereof to be <br />assessed against each property benefited thereby, <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, as follows: <br />1.
