Mc N <br />CAPITAL PROJE GINEER <br />DEPARTMENT OF TY SERVICES <br />UPDATED MASTER PLAN WORK - WATER, WASTEWATER, AND <br />EFFLUENT DISPOSAL <br />INDIAN RIVER COUNTY PROJECT NO. MD -91 -18 -ST <br />On December 17, 1991, the Indian River County Board of County <br />Commissioners approved the selection of Brown and Caldwell to update <br />and coordinate our existing Master Plans (see attached meeting <br />minutes). We have now completed negotiations relative to scope and <br />fees associated with these services. Please see the attached <br />proposed contract with Brown and Caldwell. <br />ANALYSIS <br />The basic purposes of this work effort are as follows: <br />1. Integrate the previous Master Plan efforts undertaken <br />independently of each other. <br />2. Consider changes in regulatory constraints implemented since <br />the previous plans were done. <br />3. Consider the growth restrictions imposed by the State -mandated <br />concurrency requirements. <br />4. Account for the impact of the City of Sebastian's decision to <br />provide utility service. <br />5. Establish routing corridors and establish timing, sizing, and <br />phasing (single line or parallel lines) of pipeline <br />installation. <br />For a detailed breakdown of services, please see Section 4.0 (Scope <br />of Services), Page 5 of 19 through 16 of 19, Exhibit A of the <br />attached contract. The cost for these services is broken up into <br />three sections. The first is directly related to Tasks 1 - 13 <br />outlined in the agreement and is for a total cost of $156,859.00. <br />The second cost element is for continuing services to be used for <br />specific information inquiries over the Master Plan scope and is in <br />the amount of $12,500.00. The final cost element is for other <br />direct expenses and is in the amount of $16,104.00. All services <br />will be billed on a monthly basis with a very specific cost <br />breakdown for County review. The total amount of funding being <br />requested for this project is $185,500.00 and shall be funded from <br />the impact fee fund. <br />RECOMN�NDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the aforementioned contract <br />With Brown and Caldwell. <br />38 <br />
