Kea t in ,A IC <br />Community Deve..loo, went rector <br />FROM: Roland DeBlois; AICP <br />Chief, Environmental Planning <br />DATE: March 30, 1992 <br />RE: Indian River County/SJRWMD County -Wide <br />Well Plugging Program: Amendment to the Agreement <br />It is requested that the data presented herein be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of April 7, 1992. <br />DESCRIPTION & CONDITIONS <br />Indian River County is presently in its third year as a participant <br />with the St. Johns River Water Management District (SJRWMD) in a <br />50/50 cost share program for plugging abandoned flow wells. For <br />fiscal year 1991-1992, the Board of County Commissioners authorized <br />$30,000 toward the program: $15,000 for county -wide application, <br />and $15,000 for county utilities property. <br />This year, the county -wide well plugging program has been so <br />successful that program funds have already been expended. Any new- <br />found abandoned wells brought to staff's attention for the purpose <br />of plugging have necessarily been put on hold until next fiscal <br />year, pending budget approval. <br />Recently, however, two abandoned flow wells have been reported that <br />exist on county owned property, not relating to utilities. The <br />wells are located on the Equal Opportunities Council (EOC) <br />"Headstart." property at 6500 Old Dixie Highway in Winter Beach, and <br />at the Treasure Shores Park beach property on north AlA. <br />SJRWMD has agreed to plug the wells and pay half the cost under the <br />cost share agreement, provided the agreement is amended with the <br />county allocating an additional $2,000, which is the estimated half <br />cost for plugging the referenced wells. <br />As such, this matter is being brought before the Board to consider <br />authorizing an amendment to the current well plugging cost share <br />agreement, entailing the allocation of the additional $2,000. <br />ALTERNATIVES & ANALYSIS <br />According to SJRWMD staff, the referenced abandoned flow wells (in <br />their present disrepair) are a violation of Section 373.306, <br />Florida Statutes, and Chapter 40C-3, Florida Administrative Code. <br />Moreover, the wells contravene county comprehensive plan policies <br />and land development regulations calling for the elimination of <br />abandoned free-flowing wells, in the interest of groundwater <br />quality protection. <br />21 <br />25 0 f V i f r" C 1 ',j <br />
