to have a license is a general State certified roofing contractor, <br />and just has not submitted his paper work in order to be licensed <br />in Indian River County, which takes only a day or so. <br />Commissioner Scurlock asked if all these statements made <br />during the reference checks were in writing, and Director Davis <br />confirmed that all of it is in writing, including what he was told <br />over the telephone as well as some records from the housing <br />authority. <br />Chairman Eggert asked if Director Davis mailed a typed copy of <br />the completed reference checks to the people he contacted, and <br />Director Davis advised that he does not do that, but does take <br />notes as he goes. That is his reason for doing it personally. <br />Commissioner Bowman questioned the matter of the contractor <br />initiating change orders, and Director Davis explained that all <br />three parties, the owner, the architect and the contractor, can <br />request a change order. Many change orders are initiated by the <br />owner, but change orders do not necessarily indicate there is a <br />problem with the project. There can be many different reasons for <br />a change order. When there are as many as 40 change orders, <br />either the specifications were very poor or there is an ability for <br />a contractor to request many changes. In talking to some of the <br />representatives on these projects, it is his opinion that some of <br />the history on this particular contractor holds up a red flag. <br />Administrator Chandler reported that Mr. Schoolfield had <br />called him yesterday afternoon to see if we had received his letter <br />and whether or not we had distributed it. He told Mr. Schoolfield <br />that we had received it, reviewed it with Jim Davis and that we <br />were distributing it to the Commission for today's meeting. Mr. <br />Schoolfield disputed, as he has indicated in his letter, that some <br />of the facts are correct or accurate. In our recommendation, we <br />have relied on the information we have received from Mr. Stebbins, <br />the architect on the Ft. Pierce Main Post Office, and our <br />architect, Charles Block. <br />Commissioner Scurlock asked if we have any information on <br />qualifications and performance of the Hearn firm that was <br />disqualified for not putting in a bid on the removal and relocation <br />of the existing clubhouse. He noted that the difference on the <br />bid in terms of that particular firm is $113,000, and on a $700,000 <br />contract, if you were to include $19,000 back in as a reasonable <br />figure for removal and relocation of the existing clubhouse, you <br />still are talking almost $100,000. <br />Director Davis explained that he was doing that work as the <br />technicality issue was being decided and did not complete the <br />reference checks.
