Commissioner Wheeler didn't see this as trial by newspaper or <br />anything else. He read the articles, and by Commissioner <br />Scurlock's own admission, he doesn't always tell the truth. The <br />articles indicate that either the City of Ocoee was misled or other <br />people were misled. In other words, both sides of the story are so <br />conflicting that there has to be some untruth some place. This <br />Commission makes decisions and sets policy based on the input <br />from committees working together, and he personally feels that <br />input should be as credible as possible. He just feels <br />uncomfortable with the level of credibility that Commissioner <br />Scurlock has here. <br />Commissioner Bird was confident that justice will be served <br />between all that is going to come out through the lawsuit and all <br />the investigations conducted by all the agencies involved in the <br />process. However, in the interim he would be satisfied with <br />Commissioner Scurlock stepping down as liaison with Utilities. <br />Commissioner Wheeler felt that is a move in the right <br />direction, because business has been somewhat hampered due to all <br />of this. <br />Commissioner Scurlock didn't see it that way at all. In the <br />3-2 vote and the 5-0 vote, he didn't seen any reflection whatsoever <br />in terms of the votes being affected. <br />Chairman. Eggert wished very much to see Commissioner Scurlock <br />voluntarily step down as liaison to Utilities, and Commissioner <br />Scurlock stated that he already has indicated he will do that on <br />condition that the Commission will move forward and look at the <br />concept of establishing a utilities advisory committee. <br />Commissioner Bowman expressed her displeasure with the amount <br />of attention the newspapers are giving to the investigation. She <br />felt that just to let this thing fester is a waste of energy, a <br />waste of money, a waste of everything, and that we should get on <br />with business. <br />Commissioner Scurlock was confident that the appropriate <br />agencies will go through that process and that it will take care of <br />itself. He just hoped it is sooner rather than later. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, that Chairman Eggert initiate <br />discussions with the County Administrator to look at <br />the concept of establishing a utilities advisory <br />committee and bring it back to the Board. <br />Under discussion, Commissioner Wheeler asked Administrator <br />Chandler if he thought it was advantageous to establish an advisory <br />80 <br />AP" 071992 BOOK <br />
