M OK <br />ALTERNATIVES AND ANALYSIS <br />d <br />8 b i,,9. �y E r 2 <br />Funding some systemsof this type in the State of Florida have <br />reached as high as $50,000.00. However, because we are a small <br />county and have some existing equipment, the cost is much lower. The <br />Division of Emergency Management has an older General Electric <br />Master <br />II radio transmitter which can be modified to serve as the encoder <br />rather than purchasing a new one. The frequency will have to be <br />changed through the Federal Communications Commission in order to <br />utilize the Emergency Management frequency repeater at Hobart Tower. <br />The following equipment or equipment modification is recommended for <br />funding: <br />ITEM COST TOTAL <br />Tone Decoder $264 (17 decoders) $4,474 <br />License Update 200 200 <br />Frequency Crystal 200 200 <br />GRAND TOTAL $4,874 <br />Staff cannot emphasize enough the need for this type of immediate <br />notification system. Since summer thunderstorms approach quickly, <br />create damage, and leave the area within a very few minutes, <br />sufficient time for notification is not available using our present <br />notification and call down system. The goal is to notify residents <br />and visitors before the storm arrives rather than after the storm has <br />departed the area. <br />RECOMUNDATION <br />Staff recommends the Board of County Commissioners approve funding <br />and a budget amendment from the referenced reserve account in the <br />amount of $4,874 to purchase the above capital equipment and make the <br />equipment modifications necessary to implement the proposed immediate <br />notification system. <br />Staff also recommends that the Board waive bids and authorize <br />Communications of Vero Beach as the sole source provider for the <br />equipment since the. county owned GE transmitter is being modified, <br />the FCC license has to be changed, and the decoders must interface <br />with county owned existing equipment. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />funding in the amount of $4,874.00 to purchase the <br />capital equipment and authorized staff to waive bids <br />and designate Communications of Vero Beach as the <br />sole source provider, and approved Budget Amendment <br />023, as set out in staff recommendation. <br />48 <br />
