_I <br />APR i4l, M1,2 <br />MOK 86 FAA <br />Commissioner Bowman asked how this public parking fits in with <br />the master plan for Jungle Trail. <br />Director Davis advised that the Jungle Trail Management Plan <br />has been approved. There are some policy statements in the <br />Comprehensive Land Use Plan which affect that management plan <br />indicating that we need public parking and public -owned property <br />along Jungle Trail. We have a problem with people who enjoy using <br />the frontage of the river along Jungle Trail who park their <br />vehicles on the side of the road, which encumbers the road for <br />through traffic. This plan for a parking area is in harmony with <br />the Jungle Trail Management Plan. <br />Commissioner Bowman asked, and Commissioner Bird clarified <br />that there were designated parking areas at the two northern <br />extremes of the trail. Commissioner Bowman would prefer to see the <br />subject area used for access for waders and would hate to see <br />wetland filled in just to park cars. She felt there must be some <br />upland parcels for that purpose. <br />Commissioner Bird stated these sites do have uplands, and <br />staff does not intend to do much filling to create parking areas. <br />Director Davis advised that Environmental Planning Chief <br />Roland DeBlois looked at this site and found there is some upland <br />area that could accommodate parking. He assured the Board it will <br />not be an aggressive plan. <br />Chairman Eggert inquired about the extent of environmental <br />mitigation, and Director Davis responded that it involved removing <br />Brazilian pepper trees and some other exotic plants along the <br />shoreline. <br />Commissioner Bird thought Director Davis' recommendation was <br />well thought out and made sense as far as priority of Sites #1 and <br />12. He felt we need to pursue acquisition of lands along Jungle <br />Trail aggressively if we are going to implement the plan and if the <br />public is going to continue to have access to enjoy that area. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />approved the plan to pursue acquisition of lands <br />along Jungle Trail for public parking as set out in <br />Alternative No. 1 in staff's recommendation. <br />Commissioner Bowman suggested using the grounds of the County - <br />owned water plant in that general area for parking purposes. <br />Utility Services Director Terry Pinto explained that would not <br />be possible because the water plant is located within the Sea Oaks <br />condominium development and we have only an easement for access. <br />52 <br />
