APR 211992 BOOK P�I,E 10 <br />Commissioner Bird was in full support of the proposed <br />ordinance if it addresses everything that Mr. Hall has said it <br />would. He was concerned about individual home owners being able to <br />work on their own homes, however. <br />Director Rymer stated that owners of single-family residences <br />can do anything they want on their own homes, but they need to <br />obtain a permit for any repairs or improvements over $500. <br />However, home owners do not have the right to hire -an unlicensed <br />contractor to do that work for them after they have pulled a <br />permit. That is under the present system and there is no change to <br />that. <br />Chairman Eggert understood then that multi -family residential, <br />commercial and churches still cannot do anything without a licensed <br />person being there, and Director Rymer confirmed that to be the <br />case. Condominium association maintenance people should be <br />licensed or show competency to do that particular job. We don't <br />have a handyman's license in this county. <br />Chairman Eggert felt there is a lack of information out there <br />on what people can or cannot do, and Commissioner Scurlock <br />suggested that contractors get the message out to the people on the <br />advantages of using licensed contractors. <br />Mr. Hall noted that their association ran a informational <br />program last year covering three counties which ran $10,000. They <br />can do some of it, but they cannot do it all. <br />Jim Parks, representing Treasure Coast Roofers Association, <br />wished to point out that a home owner can work only on his place of <br />residency without a license. On any other houses he owns, he is <br />required to have a licensed contractor for any activity that calls <br />for a license. He felt that most contractors are willing to work <br />with the people who are truly ignorant of what they can or cannot <br />do, but pointed out that there are people out there who plead <br />ignorance while knowing they are breaking the law. Licensed <br />roofers already police the situation, but they feel we need to get <br />a law on the books that has some teeth in it. With regard to the <br />collection of fines, he advised that Palm Beach County has a <br />program similar to the one being proposed here that has proved to <br />be very successful. He urged the Board to adopt the proposed <br />ordinance. <br />Chuck Garris, local attorney, wished to speak to the general <br />citations because he was concerned philosophically about the <br />direction that he sees this Board taking if they pass the first <br />portion of this proposed ordinance. He felt the alternative of <br />appealing a violation to County Court would put more burden on a <br />system which is already experiencing incredible delays.
