That is the policy <br />that we followed in establishing this rate. <br />Commissioner Scurlock noted that part of our ordinance has <br />always maintained that our rates would be non-discriminatory in <br />nature, and Director Pinto confirmed that is still the current <br />situation with this rate. <br />Commissioner Scurlock asked if we feel comfortable, from a <br />cash flow perspective, with this entire rate structure for the <br />remainder of the year, and Director Pinto stated that we do. <br />Administrator Chandler advised that in the last few months we <br />have finally reached a -positive situation. <br />The Chairman opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. <br />Robb McClary, Sebastian city manager, wished to address this <br />item and the next public hearing item. First of all, he wished to <br />extend their appreciation to the County's negotiation team for <br />extending every courtesy during the negotiating process and <br />affording them every opportunity to sit down at the table and come <br />to what they believe is a fair agreement. He advised that the <br />Sebastian negotiating team is recommending the interlocal agreement <br />to the City Council and they will be acting on that tomorrow night. <br />As to the rate, of course they feel it is too high, but they are <br />willing to settle for it anyway. The one concern he has is that <br />the rate is not based entirely on cost of service because the rate <br />does incorporate the wholesale customer assets that are not being <br />used. Although they believe there are some flaws in the rate <br />structure, they encourage its adoption. The City of Sebastian <br />endorses both the bulk rate and the interlocal agreement that is <br />the subject of the next public hearing. They do want to express <br />their appreciation for the County's continued cooperation, be it <br />for boat ramps, youth sport complexes or county roads. <br />Commissioner Bowman pointed out a gap in the rates set out in <br />the retail and bulk sewer rates in Resolution 91-31, and staff <br />agreed the Excess Volume Surcharge should read, "Greater Than <br />10,000 Gallons Per Month Per ERU" rather than "greater than 11,000 <br />gallons". <br />There being no others who wished to be heard, the Chairman <br />closed the Public Hearing. <br />37 <br />BOOK <br />APR 11992 �� F„at ��� <br />
