UW -92 -13 -DS <br />RESOLUTIONS I AND II <br />BACKGROUND <br />On March 3, 1992, The Indian River County Board of County <br />Commissioners approved the petition for water service for Kings <br />Highway Subdivision and replat of blocks 1, 2, 3 and 4, 39th Street, <br />40th Street and 56th Avenue, to supply potable water to its <br />residents. Design service has been completed by the Department of <br />Utility Services staff. We are now ready to begin the assessment <br />process associated with this project. (See attached agenda item.) <br />ANALYSIS <br />Attached are Resolutions I and II for the assessment project. The <br />cost per square foot is $0.07247489057. The project will serve 2 <br />nonplatted parcels on the north side of 40th Street, together with <br />the 33 platted lots in the petition. <br />There are 23 lots in this project that are substandard or <br />"undersized," according to Indian River County's Comprehensive Plan. <br />The County Public Health Unit, Division of Environmental Health, <br />requires that new lots utilizing well and septic systems be a <br />minimum of 1/2 acre. If served by a public -water system, the lot <br />may be reduced to 1/4 acre in size. Lots not meeting these minimum <br />standards are called "undersized lots." <br />The attached map displays the area to benefit from the assessment <br />project. The total estimated cost to be assessed is $48,729.00. <br />This project is to be paid through the assessment of property owners <br />along the proposed water line route. In the interim, financing will <br />be through the use of impact fee funds. Design services will be <br />provided by the Department of Utility Services. <br />RECOMMENDATION - <br />The staff of the_ Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached Resolutions and <br />set the assessment hearing date. <br />69 <br />APR 21 Q92 <br />
