M. Present were Carolyn K. Eggert, <br />Chairman; Margaret C. Bowman; Vice Chairman, Richard N. Bird, Gary <br />C. Wheeler, and Don C. Scurlock, Jr. Also present were James E. <br />Chandler, County Administrator; Charles P.
