APR 2-8 <br />BOOK f'r9d17 Lill <br />Commissioner Scurlock noted that requests such as the subject <br />request actually would downzone the parcels, and he asked if that <br />would have an impact on our ratio of land uses. <br />Community Development Director Bob Keating affirmed it would <br />be a positive influence if we were changing the comprehensive plan, <br />but in this case the underlying comprehensive plan designation is <br />unchanged, so there would be no impact on the ratio. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Elton Haskell, 6105 57th Street, owner of the subject <br />property, described his home as being "in the heart of the garden <br />of Eden." He has been a resident there for 22 years and would like <br />to remain there for the rest of his life. Mr. Haskell played a <br />tape recording of what he called the music of his garden, (singing <br />birds) , and he urged the Board to approve his request to change his <br />zoning from RS -3 to A-1 so more people can enjoy the music of <br />birds. <br />The Chairman determined that no one else wished to be heard <br />and thereupon closed the public hearing. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wheeler, the Board unanimously adopted <br />Ordinance 92-12 amending the Zoning Ordinance and <br />the accompanying zoning map from RS -3 to A-1, for <br />the property generally located on the south side of <br />57th Street, west of 58th Avenue, as recommended by <br />staff. <br />ORDINANCE NO. 92-12 <br />AN ORDINANCE OF INDIAN RIVER COUNTY, FLORIDA, AMENDING THE <br />ZONING ORDINANCE AND THE ACCOMPANYING ZONING MAP FROM RS -3 TO <br />A-1, FOR THE PROPERTY GENERALLY LOCATED ON,THE SOUTH SIDE OF <br />57TH STREET, WEST OF 58TH AVENUE, AND DESCRIBED HEREIN, AND <br />PROVIDING FOR EFFECTIVE DATE. <br />WHEREAS, the Planning and Zoning Commission, sitting as the <br />local planning agency on such matters, has held a public hearing <br />and subsequently made a recommendation regarding this rezoning <br />request; and <br />WHEREAS, the Board of County Commissioners of Indian River <br />County, Florida, did publish and send its Notice of Intent to <br />rezone the hereinafter described property; and <br />20 <br />
