Chandler <br />County Administrator <br />DIVISION HEAD CONCURRENCE: <br />Robert M. ea g, Arp <br />Community Develoimiak Director <br />FROM: Stan Boling—,hAICP <br />Planning Director <br />DATE: April 20, 1992 <br />SUBJECT: Staff Appeal of 'Planning and Zoning Commission Action on <br />Jackson/Loudermilk and Barkett Appeal of a Staff Decision <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of April 28, 1992. <br />BACKGROUND AND CONDITIONS: <br />This is an appeal by planning staff of a recent decision by the <br />Planning and Zoning Commission to grant an applicant's appeal and <br />overturn a staff decision. The staff decision related to <br />redevelopment of a site which contains various non -conformities. <br />The subject property is a ±2.47 acre parcel located at the <br />southwest corner of 69th Street and 66th Avenue (see attachment <br />#2). The property is currently zoned RFD (Rural Fringe Development <br />up to 1 unit per 21 acres) and A-1 (Agriculture up to 1 unit per 5 <br />acres). The property has a land use designation of AG -1 <br />(Agriculture up to 1 unit per 5 acres). Due to the AG -1 land use <br />designation, the maximum density allowed on the parcel is 1 unit <br />per 5 acres. The portion of the subject property currently zoned <br />RFD is slated to be administratively rezoned to the A-1 zoning <br />district within the next few months. Due to zoning and land use <br />designation minimum lot size and maximum density constraints, the <br />subject parcel cannot be split into two separate legally buildable <br />parcels. <br />There are three nonconformities existing on the subject site. <br />Therefore, any site redevelopment or additional development on the <br />site must satisfy the regulations of Chapter 904, Nonconformities. <br />As proposed and "approved" by the recent Planning and Zoning <br />Commission decision, the applicant's redevelopment would involve <br />the replacement of a mobile home with a site -built residence and <br />would result in the location of two permanent site -built residences <br />on a single, 12.47 acre site.
