UW -91 -31 -DS <br />BACKGROUND <br />On October 15, 1991, the Indian River County Board of County <br />Commissioners approved the petition for water service in The Meadows <br />Subdivision, 41st Court, north of 1st Street, SW. Design service <br />has been completed by the Department of Utility Services staff. We <br />are now ready to begin the assessment process associated with this <br />project. (See attached agenda item and minutes.) <br />ANALYSIS <br />Attached are Resolutions I and II for the assessment project. The <br />cost per square foot is $0.08129059802 and the project will serve 15 <br />platted lots bordering on 41st Court. <br />The subdivision contains 16 lots owned by 16 owners. One of the <br />lots abutting on 1st Street, SW,..is already on County water. <br />Therefore, 15 lots shall benefif from this project. The 10 <br />property owners signing the petition represent 66.670 of the <br />properties to be served. All of the lots in this project are 1/2 <br />acre in size. All of the lots in this project presently have septic <br />tanks and wells, with which the property owners have concerns <br />regarding potential health hazards. <br />According to Indian River County's Comprehensive Plan and the County <br />Public Health Unit, Division of Environmental Health, it is required <br />that new lots utilizing well and septic systems be a minimum of 1/2 <br />acre. Lots not meeting these minimum standards are called <br />"undersized lots." <br />The attached map displays the area to benefit from the assessment <br />project. The total estimated cost to be assessed is $26,656.00. <br />This project is to be paid through the assessment of property owners <br />along the proposed water line route. In the interim, financing will <br />be through the use of impact fee funds. <br />RECOMMENDATION <br />The staff of the Department of <br />Board of County Commissioners <br />II and set the public hearing <br />Utility Services recommends that the <br />approve the attached Resolutions I and <br />date. <br />73 <br />
