The purpose of this <br /> review was to determine any potential revenue credits generated by new development that <br /> are being used for expansion of capital facilities, land, vehicles, and equipment included in <br /> the inventory. It should be noted that the credit component does not include any capital <br /> renovation, maintenance, or operations expenses, as these types of expenditures cannot be <br /> funded with impact fee revenue. <br /> Capital Expansion Expenditure Credit <br /> To calculate the capital expansion expenditure credit per functional resident, the historical <br /> capital expansion projects and those programmed in the CIP are reviewed. During the time <br /> period from 2008 through 2017, the County allocated an average annual non-impact fee <br /> funding of $757,000 toward emergency services capital facilities.
