Indian River County I Impact Fee Update Study <br /> Affordable Growth Strategy <br /> In the case of emergency services, based on a review of capital expansion expenditures <br /> between 2008 and 2017, the County uses approximately $757,000 per year of non-impact <br /> fee funding. During the next 25 years, the County is expected to grow at an annual rate of <br /> 1.4 percent. Figure VI-1 presents how impact fee levels would change over time with <br /> different growth rates. As shown, the red horizontal line represents the maximum <br /> calculated impact fee. This level is compared investment needed to maintain the current <br /> LOS. Although the County may charge the maximum amount of emergency services impact <br /> fee calculated, only approximately 8 percent of this amount is needed to maintain the <br /> current/achieved LOS due to non-impact fee contributions from the existing development <br /> and low rate of population growth. If the impact fee is adopted at a level higher than 8 <br /> percent, the LOS is likely to improve as long as the County continues to spend <br /> approximately $757,000 of non-impact fee revenues per year toward capacity projects.
