Indian River County I Impact Fee Update Study <br /> To calculate a corresponding trip rate for the new tiers it was necessary to rely on <br /> comparative ratios. As an example, consider the $34,135 annual income category. First, it <br /> was determined that the average annual household VMT for this income level is 17,787 <br /> miles. This figure was then compared to the overall average annual VMT per household in <br /> the U.S. and normalized to the average of the $62,563 (24,069 miles) category to derive a <br /> ratio of 0.740. Next, the normalized ratio was applied to the daily VMT for the average <br /> single family housing unit size (Less than 1,000 sf) to generate a daily VMT of 38.26 for the <br /> new tier, as shown in Table B-5.
