Table II-3 presents the average daily jail population over the last ten <br /> years, along with the corresponding population. Using this method, Indian River <br /> County's current achieved LOS is 4.14 beds per 1,000 residents. The County's current <br /> adopted LOS standard for correctional facilities is 4.5 beds per 1,000 residents. Given that <br /> the achieved LOS is lower than the adopted standard, impact fee calculations for <br /> correctional facilities are based on the achieved LOS. As mentioned previously, for impact <br /> fee calculations, the LOS should be measured using functional population to capture <br /> workers, visitors, and residents to calculate the correctional facilities impact fee. In terms <br /> of functional population, the current LOS is 4.37 beds per 1,000 functional residents.
