F_ 1 <br />MAY 0 5 1992 <br />APPROVAL OF INTERLOCAL AGREEMENT WITH OSCEOLA COUNTY FOR MUTUAL AID <br />- EMERGENCY SERVICES <br />The Board reviewed the following memo dated 4/22/92: <br />TO: James Chandler <br />County Administrator <br />THROUGH: Doug Wright, Director <br />Emergency Management Services <br />FROM: John Ring, Emergency Management Coordinator '& <br />Division of Emergency Management <br />DATE: April 22, 1992 <br />SUBJECT: Approval of Interlocal Agreement for Mutual Aid between <br />Indian River County, Osceola County, and the Indian River <br />County Emergency Services District <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County`.Comui.ssioners <br />at the next regular scheduled meeting. <br />DESCRIPTION ADD CONDITIONS: <br />During late 1991, staff from the Department of Emergency Services <br />began communicating with the neighboring counties to formally <br />update and execute Interlocal Mutual Aid Agreements. On January 28, <br />1992, the Board of County Commissioners, also serving as the <br />governing body of the districts incorporated into the Emergency <br />Services District, approved a similar agreement with Brevard <br />County. Staff is now presenting to the Board for consideration an <br />Interlocal Mutual Aid Agreement with Osceola County. <br />�TERNATIVES ADD ANALYSIS: <br />The Florida Interlocal Cooperation Act of 1969, Section 163.01, <br />Florida Statues, permits local government units to cooperate with <br />other local governments on a basis of mutual advantage. In this <br />agreement, the parties agree to provide fire and rescue services, <br />emergency medical treatment, and emergency management services for <br />the health, safety, and welfare of their respective citizens. <br />Staff feels the issues relating to the method of requesting <br />assistance, number of units responding, liability, costs, and on <br />scene coordination have been adequately addressed in the mutual aid <br />agreement and requests Board approval. <br />RZCOMMxNDATIOD: <br />Staff recommends approval of the Interlocal Agreement and requests <br />the Board authorize the Chairman to execute the agreement. <br />138 <br />
