transfer residential density from the wetlands to the uplands, but <br />there is no ability to transfer any commercial intensity. No <br />commercial square footage can be transferred from the wetlands to <br />the uplands. <br />Mr. McQueen concluded his arguments and noted that some of his <br />clients are here today if the Board has any questions. <br />Commissioner Scurlock understood then that the purpose of <br />getting more property into the node is that there may be some <br />upland in the node, even if it is a small amount. <br />Commissioner Bird felt that if we were establishing the node <br />boundaries today, we probably would look at the Boulevard as being <br />the normal eastern boundary and not leave any wedges of property in <br />between. <br />There being no others who wished to be heard, the Chairman <br />closed the Public Hearing. <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED <br />by Commissioner Bird, that the Board adopt Ordinance <br />92-17, redesignating ±20 acres from L-1 to Hospital/ <br />Commercial Node by enlarging the Hospital/Commercial <br />Node from ±230 acres to ±250 acres; and adopt Ordinance <br />92-18, rezoning from RS -3 and RM -3 to MED the property <br />generally located on the 600 block of 37th Street. <br />Under discussion, Commissioner Scurlock commented that if we <br />had the results of the environmental survey, we would know exactly <br />what we are dealing with today. <br />Chairman Eggert agreed, but felt the construction of the <br />Boulevard puts this into a unique situation. <br />Commissioner Bowman noted that the policies of the Comp Plan <br />are not subordinate to zoning and that the C-2 designation for <br />wetlands is primary regardless of zoning. Further, the C-2 area <br />must be delineated prior to site development and nothing can be <br />changed prior to site development. <br />Commissioner Scurlock felt that is a good reason to get the <br />survey done as soon as possible. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
