F AY 12 1992 <br />sooK $64.s� <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously granted <br />final plat approval for the Copeland's Landing Phase <br />II Subdivision, authorized the Chairman to execute <br />the Contract for Construction and accepted the <br />posted security to guarantee the Contract for <br />Construction, as recommended by staff. <br />ORIGINAL CONTRACT FOR CONSTRUCTION OF REQUIREMENTS IS <br />ON FILE IN THE OFFICE OF MANAGEMENT AND BUDGET <br />PUBLIC DISCUSSION <br />FRED MENSING REQUEST TO SPEAK REGARDING VARIOUS MATTERS <br />Fred Mensing, 7580 129th Street, Roseland, came before the <br />Board to discuss several items. He thought certain actions of the <br />County Attorney called for disciplinary action and felt the County <br />Attorney's staff should be replaced by outside counsel to deal with <br />any matters concerning the subject issues. <br />Mr. Mensing was not sure if he should address the Board as <br />"Commissioners" or "Commissars" and accused county employees of <br />violating Florida Statute 810.12, which he called the trespass <br />statute. He explained that a code enforcement officer trespassed <br />330 feet onto his property, and he presented to the Board <br />photographs showing the location of a "posted, no trespassing" sign <br />in relation to a stop sign and his driveway. He stated that the <br />code enforcement officer was sent to his property based on an <br />anonymous complaint. He further accused the code enforcement <br />officer of citing code violations on his property and ignoring <br />violations at other locations which are visible from the road on <br />the way to his property. He described recreation vehicles (RVs) <br />which are illegally hooked up to the water, sewer and electricity <br />of some residences simply because it is more convenient for their <br />visitors to stay in the RVs, or just to allow kids to camp out on <br />Friday or Saturday night. <br />Mr. Mensing felt the citations of code violations on his <br />property were the result of an anonymous complaint to Code <br />Enforcement and he was sure that anonymous complaint was made by <br />the mother of Justin Gay after an incident involving Justin Gay and <br />Mr. Carl Julian and a Sheriff's deputy. <br />Chairman Eggert cautioned Mr. Mensing to present only what the <br />Board needs to hear. <br />22 <br />
