WHEREAS, the bill would impose no similar prohibitions on the <br />insurability of structures within other areas of the nation which are <br />flood -prone, such as riverine areas, even though statistics show that the <br />number and value of flood insurance claims from riverine areas have <br />exceeded those from coastal areas; and <br />WHEREAS, the bill would provide a total of only $5,000,000 per year <br />nationally for property owners within <br />the coastal erosion <br />zone to <br />demolish <br />their structures or remove them from <br />the zones, even <br />though <br />the bill's <br />provisions authorize the subsidy of up to 110% of the cost of demolition or <br />removal of every structure; and <br />WHEREAS, the bill, which was not widely publicized during its passage <br />through the House of Representatives, needs more study; and <br />WHEREAS, the Senate should not enact the bill in its present form <br />because the bill is neither actuarially sound nor fundamentally fair and <br />should be further scrutinized; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that: <br />1. The Board urges the Senate to reject Senate Bill 1650 as it is presently <br />written and study the facts surrounding the National Flood Insurance <br />Program further to ensure that the program is actuarially sound and <br />fundamentally fair and urges the Senate to revisit the exception of <br />riverine areas from the bill. <br />2. A copy of this resolution be sent to both Florida Senators and the <br />subcommittee on Housing and Urban Affairs of the U.S. Senate . <br />The resolution was moved for adoption by Commissioner Scurlock , <br />and the motion was seconded by Commissioner Bowman , and, upon being <br />put to a vote, the vote was as follows: <br />Chairman Carolyn K.
