Under emergency <br />conditions, the FCC -licensed operators voluntarily provide <br />emergency communications under the direction of the Radio Amateur <br />Civil Emergency Services (RACES) regulations. The RACES members <br />have on numerous occasions provided emergency communications during <br />disaster drills and actual emergencies. <br />RACES volunteers have accepted the task of coordinating operational <br />communications with Red Cross shelters and providing backup <br />communications when primary communications circuits become <br />inoperable. <br />ALTERNATIVES AND ANALYSIS: <br />The Board of County Commissioners approved the Division of <br />Emergency Management's FY 91-92 budget request to purchase a 2 - <br />meter amateur radio to be used in the Emergency Operation Center's <br />communications room by staff and RACES radio operators. The purpose <br />of this radio is to coordinate operations with disaster shelter <br />managers, non-governmental relief agencies, and incident command <br />sites during recovery operations. The approved capital item was <br />budgeted at $650 to purchase a low cost functional radio. <br />The Vero Beach Amateur Radio Club has approached staff requesting <br />consideration be given to the purchase of an amateur radio with <br />more capabilities than the approved capital item. The Amateur Radio <br />Club recommends the purchase of radio manufactured by Standard <br />Amateur Products model number C5608DA. The Amateur Radio Club <br />recognizes that the requested radio exceeds the approved funding by <br />$214.95 and is offering to pay the additional costs from the club's <br />private account. <br />No additional funds are being requested above that prior approved <br />by the Board for this communications equipment. A check from the <br />Vero Beach Amateur Radio Club in the amount of $214.95 has been <br />submitted contingent upon Board approval for the excess. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners accept the <br />funds from the Vero Beach Amateur Radio Club. Staff also recommends <br />approval of the necessary budget amendment for the additional funds <br />to purchase of the transceiver recommended by the RACES members. <br />ATTACHMENTS: <br />Copy of check received from the Vero Beach Amateur Radio Club and <br />a memorandum forwarding that check to the Office of Management and <br />Budget <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously accepted <br />the check in the amount of $214.95 from the Vero <br />Beach Amateur Radio Club and approved Budget <br />Amendment No. 038 <br />as follows: <br />28 <br />
