REQUEST FOR AUTHORIZATION TO SIGN CONTRACT AND ISSUANCE OF NOTICE <br />TO PROCEED <br />The Board reviewed memo from Public Works Director Jim Davis <br />dated June 1, 1992: <br />TO: James E. Davis, P.E., <br />Public Works Director 70"9 <br />SUBJECT: Request for Authorization to Sign Contract; <br />Issuance of Notice to Proceed - <br />1. Fairground Restroom Building <br />2. Paving of Hobart Road <br />3. Gifford Park Parking Lot/Court Resurfacing <br />4. Hobart Park Ballfield Complex Lighting <br />DATE: June 1, 1992 FILE: varproj.agn <br />DESCRIPTION AND CONDITIONS <br />On May 26, 1992 the Board approved staff's recommendation of <br />consultants for the various projects listed above. Short form <br />contracts are ready for signature by the Chairman. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends that the Chairman be authorized to sign the <br />contracts and that the Public Works Department be authorized to <br />issue Notices to Proceed. Funding to be from Transportation Fund <br />or Parks Fund as needed. <br />Commissioner Scurlock asked, and County Administrator Jim <br />Chandler responded that these projects were all budgeted in the <br />current fiscal year, both the construction and the design costs, <br />and were approved two weeks ago. <br />Commissioner Scurlock cautioned that during this economic <br />climate and because we will be facing severe budget constraints in <br />order to achieve our goal of no budget increases, we must be <br />absolutely critical regarding any expenditures. He realized that <br />these projects were budgeted for this fiscal year, but he wanted to <br />be sure staff has considered everything that can be done to have a <br />higher balance and cash forward for next fiscal yearls budget. <br />County Administrator Jim Chandler assured the Board that these <br />improvements are needed. They have been budgeted and will not <br />materially undermine nor detrimentally affect our goals. <br />Commissioner Bowman asked about the income from rental of the <br />fairgrounds, and OMB Director Joe Baird estimated that income from <br />rentals is $16,000.
