REQUEST TO APPROVE METROPOLITAN PLANNING ORGANIZATION (MPO) <br />APPORTIONMENT PLAN <br />Community Development Director Bob Keating made the following <br />presentation with the aid of enlarged maps and graphics: <br />TO: James Chandler <br />County Administrator <br />FROM: Robert M. Keating, AICP RMK <br />Community Development Director <br />DATE: June 10, 1992' <br />SUBJECT: `REQUEST TO APPROVE METROPOLITAN PLANNING <br />ORGANIZATION (MPO) APPORTIONMENT PLAN <br />It is requested that the data presented herein be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of June 16, 1992. <br />DESCRIPTION & CONDITIONS: <br />For the past several months, county staff in conjunction with the <br />Technical Complement Committee of the Transportation Planning <br />Committee have been working on various work products necessary to <br />proceed with creation of the Vero Beach Metropolitan Planning <br />Organization (MPO). Foremost among the activities undertaken has <br />been preparation of an MPO apportionment plan. <br />As indicated in the Governor's recent letter to the chairman of the <br />Board of County Commissioners, the apportionment plan must be <br />submitted by July 1, 1992. The plan submittal should reflect <br />agreement among the local governments within the metropolitan <br />planning area, and it should be approved by a majority of those <br />local governments. <br />An apportionment plan is a design of the structure of the MPO <br />governing board. As such, the plan must specify the number of <br />members on the governing board and indicate how representation on <br />the board will be allocated among the local governments within the <br />MPO area. While a proposed apportionment plan must be submitted by <br />the local governments- within an MPO area, the Governor is <br />responsible for creating the MPO and apportioning its membership. <br />This item was scheduled for consideration <br />9, 1992 meeting. At that time, the item wa <br />16th meeting to allow the Transportation <br />consider the apportionment plan issue. <br />Transportation Planning Committee met and <br />apportionment plan. <br />ALTERNATIVES AND ANALYSIS: <br />by the Board at its June <br />s tabled until the June <br />Planning Committee to <br />On June 10, 1992, the <br />considered the proposed <br />Florida Statutes Section 339.175 identifies the requirements of an <br />MPO apportionment plan. This statute provision mandates that an <br />MPO governing board have between 5 and 18 members; be comprised of <br />elected officials of general purpose local governments within the <br />MPO area (with several exceptions for transportation/transit <br />authorities and planning agencies); and be generally proportional <br />in representation with respect to the local governments within its <br />boundary. <br />15 <br />BOOK L,j" <br />JUN 16 1992 <br />
