r - <br />JUN 16 199` E <br />The Commissioners asked where the boundaries of the MPO would <br />be, and Director Keating indicated the limits and explained that <br />the MPO must include all the land in the census urbanized area plus <br />all the land that is in the transitioning urbanized area. The <br />transitioning urbanized area is defined as that area which is <br />projected to meet the urbanized criteria within 20 years, which is <br />the area that will have 1,000 people per square mile in a 20 -year <br />period. Staff determined that will include all of the area within <br />the County 20 -year urban service area plus the City of Fellsmere <br />and the general area around Fellsmere. That is the least amount to <br />be included in the MPO, and technically the entire county could be <br />included in the MPO limits. <br />Commissioner Scurlock asked whether this membership plan is <br />intended to be static, because he felt there will be changes, <br />particularly in the City of Sebastian, which he believes is the <br />fastest growing municipality in our county. <br />Director Keating responded that apportionment is oto be <br />reconsidered every five years using approved census population <br />numbers. <br />Director Keating interjected that the governor"s :letter of' <br />instructions contained an important statement that small citiesand <br />unincorporated areas within the MPO should be represented by,the <br />Board of County Commissioner appointments to the MPO. <br />Director Keating further advised that two other committees are <br />required to be created as part of the MPO. One is a technical <br />advisory committee with no specific limitations on the membership <br />and may include staff from the school board and other local <br />governments. This committee will be an important part of the MPO <br />process, writing detailed professional specifics to the MPO <br />governing board. The other required committee is a citizens' <br />advisory committee which will allow lay people within the community <br />to provide input to the MPO. <br />Jim Scully, Assistant Planning Engineer from the FDOT District <br />Office in Fort Lauderdale, came before the Board and made further <br />comments regarding the process of creating the MPO. He explained <br />that FDOT's role is to coordinate and cooperate with local <br />governments during the process of creating the MPO and to make <br />recommendations to the governor's office. He stated that FDOT's <br />Position regarding the subject MPO is to recommend that the <br />governor not approve the 9 -member plan because it does not comply <br />with the basic instructions issued by the governor and because the <br />proposed memberships for the smaller governmental units are <br />significantly disproportional. Mr. Scully described the various <br />plans created in other counties around the state. <br />18 <br />
