JON <br />BOOK <br />Under discussion, Commissioner Bird suggested that the County <br />should be represented when the governor considers this proposal, <br />but Director Keating understood that this is a written submittal <br />which the governor will approve, change or reject. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously appointed <br />Chairman Eggert, Commissioner Bowman, Commissioner <br />Bird and Commissioner Wheeler to the Metropolitan . <br />Planning Organization (MPO) to represent the Board <br />of County Commissioners. <br />RESOLUTION 92-83 <br />A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA, <br />AGREEING IN PRINCIPLE TO EXECUTION OF AN MPO <br />INTERLOCAL AGREEMENT, A METROPOLITAN PLANNING <br />ORGANIZATION (MPO) APPORTIONMENT ' PLAN, AND <br />APPOINTMENT OF REPRESENTATIVES TO SERVE ON THE MPO <br />AND INTERIM MPO. <br />WHEREAS, the Census Bureau has, on the basis of 1990 Census data, <br />designated the City of Vero Beach and its surrounding area as <br />a Census Urbanized Area; and <br />WHEREAS, Section 134 of Title 23 United States code requires that <br />a Metropolitan Planning Organization (MPO) be designated in <br />each Urbanized Area of more than 50,000 population; and <br />WHEREAS, the Governor has informed the Chairman of the Board of <br />County Commissioners that the Vero Beach Urbanized Area <br />qualifies for designation as an MPO; and <br />WHEREAS, the Governor has requested that the local governments <br />within the Vero Beach MPO develop an apportionment plan and <br />submit .the plan to the Florida Department of Transportation <br />(FDOT) by July 1, 1992; and <br />WHEREAS, the apportionment plan must identify the voting membership <br />of the MPO and the representation on the MPO by local <br />governments within the MPO area; and <br />20 <br />
