Mr. Sweeney recommended that the Commission grant preliminary plat approval <br />for the Arcadia subdivision subject to the conditions outlined in the,/staffs report, which <br />is on file in the of e, of the Board of County Commissioners. X <br />!Chuck Mechling, epresenting Arcadia, advised t this proposal reduces the <br />number of lots in the sub `ision from the original pr osal, and will create a buffer <br />between this property and the�Sanctuary. The site h the same RS -3 zoning making it <br />consistent with the density of adjacent properties. <br />Dr. Day asked about ma\ nance f the wetland reservation area being <br />transferred p g <br />ed to the homeowner's associ io HOA). Mr. Mechlingstated that there will be <br />specific covenants recorded in the HO ocuments for the community that will outline <br />how the wetlands will be maintained. he ea will also be monitored as part of the St. <br />Johns ; Water District and by the sidents ' the community. An Ordinance of Indian River County, amending the text of Policy <br />Y Florida, 9 Y <br />5.7 of the potable water sub -element and Policy 5.8 of the sanitary sewer <br />j sub -element of the County's comprehensive plan; and providing <br />codification, severability and effective date. [Legislative] <br />Sasan Rohani, Chief, Long -Range Planning, explained the process and timeline <br />of amending the water and sewer sub -elements of the comprehensive plan. Mr. Rohani <br />advised that the requested amendments are to add places of worship and <br />camps/retreats to the list of exceptions to connection policies. The change was first <br />requested to provide Epic Missions a retreat center and adjacent church properties with <br />access] to water and sewer service. As proposed, there would be very specific <br />stipulations on when water and sewer service can be provided outside of the Urban <br />Service Area including no increase in density and the applicant must pay for all costs of <br />connection to services. Additional stipulations for connection outside of the Urban <br />Service Area include, clustered development, public facilities such as schools, <br />agricultural businesses, private well contamination and must exist within 500 feet of a <br />looped main line. Mr. Rohani added that the delineation of the Urban Service Area <br />boundary is important to allow for appropriate infrastructure and development.
