Baird; County Administrator <br />DEPARTMENT HEAD CONCURRENCE: <br />Stan Boling, AICP; ommunity Development Director <br />I <br />THROUGH: Phil Matson, AICP; MPO Staff Director ✓� <br />FROM: Brian Freeman, AICP; Senior Transportation Planner (3 r <br />DATE: April 1, 2016 <br />SUBJECT: Request for Approval to Enter into a Public Transportation Supplemental Joint <br />Participation Agreement (SJPA) with the Florida Department of Transportation <br />(FDOT) for a Commuter Assistance Grant <br />It is requested that the information herein presented be given formal consideration by the Board of <br />County Commissioners at its regular meeting of April 12, 2016. <br />DESCRIPTION & CONDITIONS <br />For the past several years, the county has applied for and received transit operating assistance <br />through Florida Department of Transportation (FDOT) grant programs. Those grant funds have been <br />passed through to the Senior Resource Association (SRA), Indian River County's transit service <br />provider. <br />Last year, the county was approved for an FDOT Commuter Assistance Grant that provides funding <br />for a circulator route (GoLine Route 16) in the Vero Beach barrier island business district. The <br />circulator connects employment, business, tourist, and leisure destinations with a remote parking lot <br />at Riverside Park, where the circulator also connects with GoLine Route 1. The circulator began <br />service on July 1, 2015. <br />The grant has a local match requirement equal to 25% of the state funds. Because the match is <br />provided by a local business, the circulator represents the first public-private partnership to support <br />public transportation in Indian River County.
