INDIAN RIVER COUNTY MEMORANDUM <br />I <br />TO: Joseph A. Baird, County Administrator <br />CONSENT <br />THRU: Christopher R. Mora, P.E., Public Works Director <br />FROM: Monique Filipiak, Land Acquisition Specialist <br />SUBJECT: Purchase of Scrub Jay Property — 10.64 Acres <br />2050 Barber Street, Sebastian, FL 32958 <br />DATE: April 6, 2016 <br />DESCRIPTION AND CONDITIONS <br />Jane Schnee, owner of the 10.64 acre property at 2050 Barber Street, approached the <br />County and offered to sell the property. <br />The 10.64 acre parcel is located on the north side of Barber Street within the City of <br />Sebastian, approximately one-quarter mile west of the FEC railroad tracks. The property <br />is approximately 50% trees/vegetation and 50% grass/field. <br />The County has no plans to improve the property, but intends to purchase the property <br />for the public benefit of acquiring native scrub land for conservation and for compatible <br />passive recreation, as well as for potential future mitigation credit for public works <br />projects. The property is zoned RM -8. <br />According to a listing compiled in 2009 by the County Land Acquisition Advisory <br />Committee (attached), the Schnee property (aka "Sebastian Village Scrub") was valued <br />at approximately $2.6 million. County staff negotiated with Ms. Schnee and agreed to a <br />purchase price of $112,000.00 for the property. <br />There are no attorney or appraisal fees. <br />FUNDING <br />Funds for this expenditure are available through a Budget Amendment from Native <br />Uplands Acquisition Fund/Cash Forward and expensed to Native Uplands Acquisition/ <br />All Land — Acct # 12721072-066110 <br />ALTERNATIVE <br />I <br />The Board's options include the following: <br />i <br />Alternative 1: Approve the attached Agreement for Purchase of property for $112,000.00 <br />and authorize the Chairman to execute the contract on behalf of the Board. <br />Alternative 2: Reject the terms of the Agreement and cancel the purchase. <br />139 <br />
