1. Considered and adopted a prohibition on commercial events (e.g. weddings) at residences, <br />with allowances for events already booked at residences and for events held on 4+ acre <br />agricultural sites subject to a special temporary use permit (see attachment 3). <br />2. .Considered and adopted special parking regulations for vacation rentals, establishing <br />standards for parking spaces outside of garages/carports with a maximum [cap] of 5 parking <br />jspaces located outside a garage/carport at any time day or night (see attachment 4). <br />3. ;Established (with a sunset provision) and appointed members to the Short Term Vacation <br />Rental Advisory Committee (STRVAC) to advise whether or not additional vacation rental <br />regulations are needed and to "...submit recommendations on proposed legislation, <br />ordinances, and rules to the Board of County Commissioners". <br />The two adopted regulations (actions 1 and 2) are in effect and are being implemented. The vacation <br />rental committee (action 3) has met, determined that additional vacation rental regulations are <br />needed, completed its tasks, and made its final recommendations to the Board. The committee's <br />recommendations include: a new ordinance establishing additional vacation rental regulations, a <br />schedule of fines for violations, and a requirement that staff provide a progress report to the Board <br />one year after adoption of the new ordinance. Those recommendations were finalized at the <br />committee's last meeting of March 17, 2016 (see attachment 5). <br />The Board is now to consider the STVRAC's recommendations and consider directing staff to <br />initiate the formal land development regulation amendment process for review and adoption of a new <br />vacation rental ordinance. <br />ANALYSIS <br />Since adoption of the commercial events prohibition and special parking regulations for vacation <br />rentals (actions 1 and 2 above), staff has received only one complaint related to a potential violation <br />of the commercial event at residence prohibition or vacation rental parking standards. That one <br />complaint, received in February 2016, was prompted by a concern about over -parking. Code <br />Enforcement is currently investigating that potential violation. Based on the reduced level of <br />complaints, it appears that the commercial event prohibition and special parking regulations have <br />had their desired effect, and there is no proposal or recommendation to change those regulations. <br />With respect to the vacation rental committee initiative (action 3 above), the committee has <br />conducted and completed its work as described below, and is considered sun-setted. <br />i <br />• Vacation Rental Committee (STVRAC) <br />The STVRAC met six times from October 2015 — March 2016 at monthly meetings centered around <br />specific vacation rental topics. Meeting packets and notices were sent to a number of interested <br />participants as well as committee members.
