EXECUTIVE SUMMARY <br />Indian River County is seeking $194,000 from the Florida Division of Emergency Management (DEM) <br />to implement the Indian River Residential Retrofit Program in order to mitigate the effects of wind <br />damage for our residents. The Retrofit Program will focus on a systemic approach that combines all <br />aspects of wind mitigation solutions, including roof improvements (sheathing, covering, deck, water <br />barrier), gable end reinforcements, straps, protection on openings (e.g., exterior/garage doors, <br />windows soffits and roof ventilations) and anchoring of wall or floor units to the foundation. This will <br />afford the homeowner an increased level of protection during windstorm events, while reducing <br />homeowner insurance costs in our community. <br />ry a_ <br />Indian River's Capabilities- Indian River County has prove$ its capability to implement <br />state/federal grants in the past, including the Small Cities Com'm'unity Development Block Grant <br />(CDBG) Program, Neighborhood Stabilization 1 and 3, (NSCounty's State Housing Initiatives <br />Partnership (SHIP) Program, and the Hurricane Housing RP,,.#7,1ecover kPi gram (HHRP). A Pre -Work <br />Agreement (Ap�pe dix F) will be,completed'iand signed by the homeowner, Contractor and Program <br />Manager before'rneasures are performed. 2) Contracting out installation of retrofits to approved <br />licensed contractors2y3)Quality co trot and code compliance inspections will be conducted, that <br />include a !post retrofitvinspectionkt a licensed and credentialed Wind Mitigation Inspector. <br />Project Description- The€Retfefit Program will provide direct assistance to eligible homeowners. <br />Lass,*y y <br />Indian River County anticipants that this grant will provide windstorm mitigation to between five (5) <br />and ten (10) homes. These wind mitigation measures will protect homes from the damages of future <br />windstorms, hurricanes, and severe thunderstorms. Each home will receive a comprehensive <br />mitigation inspection resulting in a list of specific measures/retrofits that each home is in need of. As <br />a condition of funding, eligible homeowners will be required to undertake all of the wind mitigation <br />measures in accordance with the systemic approach. Upon completion of installation, a final <br />inspection will be performed on all contractor work. A licensed Wind Mitigation Inspector will be <br />contracted to perform the comprehensive mitigation inspection and identify the measures specific to <br />each house that are in need of retrofit. The installation of retrofits will be performed by a licensed <br />contractor, as appropriate to the mitigation measures. All installations will be completed in strict <br />5 <br />105 <br />
